ABOUT GLENN MCLELLAN

Glenn has spent over 30 years as President and Owner of McLellan Consulting Services (MCS). He has provided professional insight to a wide range of companies, including Third-Party Administrators (TPAs), Insurers, Managing General Underwriters, Health Care Organizations, Managed Care Organizations, Accountable Care Organizations and Large Employers. 

 

Most recently Glenn has dedicated a significant amount of time developing WellSystems LLC, a privately owned service provider for payers and Continental Benefits LLC, a full-service TPA powered by WellSystems.  The companies are leveraging completely integrated, leading edge technology; “best in class” cost control programs, administrative procedures and workflows; and unique compensation programs for staff to deliver BPO and TPA services designed to improve quality and significantly lower operating costs.  In its first two years in operation the companies grew to over $10 Million per year in revenues.

 

Specific areas of expertise for Glenn include strategic planning; marketing and sales strategies; product design and implementation; project management; operational review and enhancement; customer reporting and analysis; vendor selection and contracting; TPA valuation, acquisition and divestiture; and quality improvement.  In the past several years, some of the projects he has completed include:

 

  • Assisting over 160 TPAs in implementing “World Class TPA Strategies” that align operational and marketing enhancements to maximize competitive advantages;

  • Ongoing facilitation of strategic business and sales planning for more than a dozen TPAs;

  • Development of TPA evaluation criteria for 5 large Stop Loss Markets;

  • Assistance to 3 large Stop Loss Markets in developing Underwriting and Claims Management Policies & Procedures;

  • Several SAS 70 and SSAE 16 Audits in conjunction with CPA firms, over 50 Aggregate Claim Audits and over 150 Claim & Operational Audits for Plan Sponsors;

  • Over 250 Vendor selections, including claims systems, pharmacy benefit managers, medical management firms, claims systems and supporting technologies.  In this area MCS places over $60 Million in annual contracts;

  • Direct contracting of providers for a national PPO and several TPAs and Employers;

  • Assisting health care organizations develop integrated care organizations and CHO/EPO networks that could be marketed to the local business community;

  • Coordination of problematic and high dollar claim reviews for payer clients, including use of clinical and financial review vendors for hospital, dialysis and outpatient surgery;

  • Executive Director of the Tri River Business Group on Health in Dayton, Ohio where he assisted General Motors, NCR Corporation, Wright State University and other employers implement quality programs within the local health care community;

  • Functioning as an “Outsourced C.O.O.” for several TPAs facing serious operational issues; and

  • Several Financial Valuations for TPAs and “Due Diligence” reviews for purchasers of TPAs.  Also sought acquirers/investors for several clients.

 

He has served over 200 clients, including:  Sun Life of Canada, Pacific Life & Annuity, Medical Excess Insurance Services/AIG, City of Las Vegas, Wellstar, Professional Benefit Administrators, Wells Fargo TPA, EBMS, United Medical Resources, Claim Management Services, County of Volusia, Washoe County School District, Coresource, Ohio Health, Delta Health Systems, Allegiance Administrators, HealthSmart, HealthEdge Administrators and Keenan & Associates.

 

H maintains a national PPO database which is refreshed quarterly via data submission from over 250 PPOs operating nationally.  This includes contract quality, network maintenance, discount analysis by type of service, and actuarial impact to stop loss pricing.

 

He also maintains a one-of-a-kind TPA Database including over 300 measures of TPA Performance ranging from compensation levels by position to overall PEPM revenue and operating expense per transaction.  This data was collected semi-annually from his clients and provides a complete set of benchmarks that can be used for ongoing assessment of financial and operational performance.

 

Glenn has spoken at a number of Conferences, including several Self-Insurance Institute of America (SIIA) National Educational Conferences and TPA/MGU Forums. He was the Chairperson for the TPA Track at the 1999 SIIA National Educational Conference in Washington D.C. In addition to SIIA, he has spoken at Texas Association of Benefit Administrators (TABA), Society for Professional Benefit Administrators (SPBA) and Health Care Administrators Association of California (HCAA) Conferences.  In May 2002 he delivered a total of three 2-day “TPA Academy” Training Sessions for SIIA.  He created the concepts and delivered TPA University for HCAA and TPA College for Knowledge for TABA.
